Is there any way for individual users to tag content created by others?
Also, is there any way to allow an indivudal user to create their own personal tag cloud, that could then collect all the tags they create for their own reference?

Tagadelic only *displays* tags.

If you want to add features to the addition of tags, file requests against taxonomy module. Or, even better, start a module that handles your request.

Tagadelic is certainly not the place to implement this.
