Release notes

A lot of stability/regression fixes from 6.x-2.3 release (especially import to users
of organic groups and locale modules).

#369586: Why not autologout user with uid=1
#667348: Locale switch stops working after enabling Autologout

#581356: Session timestamp only updated on non-cached pages

Minimum logout setting is now 60 seconds.
