Is it possible to put the weather variables inside a custom template file? I want to use these variables without all the processing and extra html that comes with putting it into a block. Just editing the weather tpl template file won't work, because it looks like it still needs to be put in a block to work.

sorry for the late reply. This issue refers to weather for Drupal 6, and I don't have the time to develop that branch any further. Moreover, Drupal 8 will probably be released in the next months, making Drupal 6 an unsupported release. I would suggest that you upgrade to Drupal 7 soon. Note that weather 7.x-2.2 supports views, which should solve your problem.
