That anchor does not exist on that page, and the section has apparently been removed.
It would be better to get this into the Drupal standards docs...

I agree it would be better to add it to the Drupal standards docs, but since Coder Tough Love now has a much higher profile due to its use in project code reviews, maybe we can provide a valid URL until someone writes the standards docs?
