With #228818: IE: Stylesheets ignored after 31 link/style tags having gone in, we need some test coverage for the IE 31 limit issue and that relative CSS order is retained whether aggregation is on or off.

I'd just like to say that, as a newcomer to the Drupal development community, I learned a lot about how this whole drupal-issue-handling-thingy really works. And I must say that my hat is off to you effulgentsia! I'm really glad that your persistent, calm, logical and gently persuasive manner (and your uncanny ability to adapt and compromise in response to occasionally stark criticism), was able to persevere and result in what I would agree is a very good solution.

We're always happy to have new people join who get enough value out of Drupal that they feel it's worth their while to spend 7 hours reading up on an issue. Sometimes, that's the kind of persistence that it takes to get something done. I hope you find as you start helping out on issues that the vast majority of issues get done in way less than 400 comments. On balance, I think the consensus building process leads to better and more maintainable code.
