chamfer 6.x-0.1

This is the initial commit of the Chamfer theme. It is in production use on 5+ sites right now but is still in a sub-full release state. If you notice issues with this theme (especially in the settings area) please post issues to the issue queue. This is going to be one of the flag ship themes of the e-Learning Institute @ Penn State and this should give you an idea of how powerful and flexible this theme is.

Please post browser compatibility issues as well though none are known at the moment.
