I am trying to have a 2 panel layout with exposed filter in panel 1 and results in panel 2.
any help would be great.

As of Panels 3.7 you can now do this most easily with the 'view context'. You can also accomplish this by using the 'exposed filter in a block' method, add the exposed filter for the view in the left and the content pane for the view in the right.
