I just enabled Admin on a 6.16 site as the first module as well ass using the Rubik theme. Now page scrolling is painfully slow, making it almost impossible to work with the site. Changing the theme to Garland made scrolling much faster, but still not even close to how it was without Admin. It is a bit faster using Chrome than in Firefox.
I know the PC I tested this on isn't the quickest, an old Athlon XP2000, but the difference with and without Admin, especially with Rubik, is really extreme.

I will set up a local test in Wamp later though and test what you suggest.
I don't think text-shadow should affect this though as I have used that on one other site without experiencing any slowdown.
