localisation_source and localisation_target empty?

Can somebody please point me to a reference for solving my problem below? Searching the forums or handbooks seems not to return anything helpful.

I have a 4.7 install for a website where locale.module worked just as expected - added a second language and start translating by using "manage strings" tab.

Some time later I added a second website using the same 4.7 codebase (by creating a new database, populating it using the default mysql schema, changing settings.php accordingly etc). The new website loads correctly, I can do all tasks I need, EXCEPT today I wanted to start a new localization; after enabling locale.module, I was trying to use the same approach as with the first website - using localization/"manage strings" to find some phrases I needed to translate. This time searches returned nothing - and indeed, when checking in the database, I found that locales_source was empty, as opposed to the first website instance, where I have a completely populated table...

Is this because of install problems (got no errors during instal)? Should I perform some manual task in order to have the original EN strings available in locales_source? Of course, locales_target is also empty, as obviously there are no strings in locales_source to translate from.

Does anybody met the same issues so far?

After more than couple hours of searching, I found the problem was actually my fault: "manage strings" tab from admin/localization DOES NOT RETURN any results UNLESS the additional language is made as default. That is, if one have default EN plus another XY language, no matter both checkboxes are enabled - as long as EN is the default one, "manage strings" searches does not return any string. As soon as the second language's radio button is checked as the default, search of strings works as expected.

During my researches in the forums and handbooks found no answer for this pseudo-issue (I know, this may actually translate to "nobody else was as dumb as I was"). Anyway, I consider this can be a bit tricky/misleading especially for first timers, so I thought it worth a mention here.
