If the only one who has permission is admin then there shouldn't be a Masquerade settings block on the user profile when approving the account.
The block in question reads Enter the users this user is able to masquerade as:
I could see if permission was granted but since it is not, this should be hidden.

deviantintegral CreditAttribution: deviantintegral commentedThe block is there to allow for specific users to be switched to, while not granting the ability to switch to *any* user. This way a user can switch to a few users (such as their employees) but not any user on the site.

If my user is allowed to masquerade as any other user except admins, can I add one admin by using this feature?
