Problem panel with javascript aggregation

Ugh. Seems we didn't get entirely to the bottom of this in #804198: Ajax doesn't work reliable using Safari. Well, I'm going to keep this issue open and have any further discussion that's specific to js aggregation here.

magdab - can you please report EVERYTHING about the environment in which the error is occurring? client and server. So, modules you have installed, browser and version you're using to access the site, etc.

Also, this is a ctools issue.

I can confirm that the combo of panels 3.5 and ctools 1.5 is not working properly although the patch did solve the problem. I am now using the ctools dev and panels 3.5 and everything is working fine.

My guess: The patch isn't included correctly in ctools 1.5 but in the latest dev.

That is...fucktarded. It would appear I somehow inexplicably tagged the wrong point for 1.5. VERY weird, given that the release notes for it came out right.

Well iam sure i messed up more then 5 releases with CVS already :)

I can add panes to panels properly now with Ctools 1.6 (That's really a big relief. Thanks for fixing it) but I still cannot ADD NEW RULE under Visibilities settings.
I get the following error message on test server.

"Unable to complete operation. Fatal error in C:\xampp\htdocs\drupal\sites\all\modules\ctools\plugins\access\node.inc on line 224: Cannot redeclare bulk_export_perm() (previously declared in C:\xampp\htdocs\drupal\sites\all\modules\ctools\bulk_export\bulk_export.module:13)"

I checked the code and if I delete bulk_export_perm() from node.inc, the another message will pop up saying another function has been previously declared.

On my production server, I get the following message.

You should file a new issue rather than trying to divert this issue to something new. To save you some time, however, I'll comment that the node.inc file you reference should be *empty* so there is something wrong with your install that has code where it should not be.

I have deleted all contents in node.inc and it is working fine now.
It is very weird that there are contents in node.inc as I deleted the ctools folder before upgrading it.
Nonetheless, thanks for help and apologies for not opening a new issue since I thought it is related to the same problem I had with not being able to add panes and ajax.
