The Vote Up/Down module has been around since Drupal 4.7 (2006) and remains a useful gadget for user engagement.
Actually, 5.x-1.x and 6.x-1.x works in a similar way, but 6.x-2.x is a re-write of the module.

How To Theme the 7.x-1.x-dev version
The theme implementation for vote up down is horribly, horribly broken. If you want to override a template file for a widget you cannot theme it the way you theme anything else in Drupal so throw out what you know, and instead locate the template that's currently in use, and modify it directly. That is the only way.
