Yoroy has a point http://drupal.org/node/686410#comment-3170606 when saying that tabs look like buttons. From a pure UX way, one could judge it as a bug. Still, I love it that way, and we have to see how far we have to go to not confuse the user.

As this is a core theme and sure wants to keep its chance to become the default one, maybe this will become a bigger topic. But for now let's do something else:

Make the real form buttons look clearly different. This is a clear UX and accessibility necessity. The user always needs to clearly see which one is the submit button, I got the same criticism with Seven Theme. Though they have darker text now and are a bit rounder, they look far too much like the tabs. How about making them quite a bit darker or giving them a bit of color (which could keep them in a light tone?). Will experiment later.
When they get too dark, it would need negative text, and maybe we can stay bright enough they do not need this.
