Port Webform PHP to Drupal 7 [#850068]

I can't seem to find it. Not high priority as I'll continue R&D in 6.x, but it seems like a significant thing to not be present at this point.

Oh, sorry, has this functionality been removed from 3.0? I gather that's the case from notes in the webform_php module.

I took the freedom to port the module to D7, there are just a couple of small changes required. I made some tests and it seems to work properly. I removed all the hook_update_N, since I assumed that this is the first version 7.x.

I wasn't able to create a patch so I simply packed everything in one file (I'm new in this business).
