I have selected "Disable banning by IP address" in the settings and shouldn't be able to ban IP's.

Still, I see the "Ban IP" for users that links to "/admin/settings/troll/ip_ban/user/UID" where UID is the number for the user.
When I click the link however I am just shown the "Site configuration" page for my site, no change in the URL though.

The "Ban IP" link should not be visible when banning by IP is disabled!

If this is still an issue, please re-open and upgrade version to D7. Drupal 6 is no longer being maintained.
