If I create a node reference field that is tied to specific content type(s), e.g. "Story" and "Blog" but not "Image", the explorer dialog should only show the content types that are allowed for that field, i.e. Story and Blog.

That's basically what it does ??? I shows only the content types which are checked in the field settings. You only see other content types in the filter "Node type", see #533560: Node type filters on default view are context-insenstive. This issue won't fix and you should go on and create a custom view anyway.
