I've noticed that on most of the third party themes the themers who made the theme have forgotten to include the "Edit" buttons in most of the configuring pages. For example on the user side theres the "My Account" page, and on the administration side... well, every dang page that has several "sides" to it. One in perticular is the "Menu" configuration. The only theme that works is the default XTemplate.

Are you talking about the 4.4 release? I can hardly imagine that your statement is true then! The edit this links are autogenerated and quite hard to remove. So a theme designer would need to put in a lot of effort ot *remove* such a link.
If you are talking about the HEAD, or nightly snapshot you are right. Some big tabbed interface changes were recently made. The theme developers are working both day and night shifts to get those tabs into their themes ;).

CVS Themes... tab updates
Tabs (i.e. "edit", "view" for nodes) are already implemented in the core themes, so there should be no complaint there.
I recently spent some time adding them to the following contrib themes:
adc, goofy, interlaced, marvin, slurpee, sunflower, unconed
If you use one of those, grab the latest CVS snapshot and the tabs should now be present.
If you need them in a different contrib theme, please create an issue.

I'm on 4.4.0 and can't find the "edit book outline" anywhere! Could this be because of my theme??
maybe if you would give the name of the theme?
