Currently the only possible usage of an encrypted backup file is to restore it. In the case of mcrypt the command line cannot be used because it does not support the use of an initialization vector (used internally by the AES module).
It would be nice to have an option to only decrypt the file without restoring it to the database.
This could be an "Advanced Option" in the restore screen.
