When the Link Target option is set to "Allow the user to choose" there needs to be a way to choose the default state. In our use case it is the rare occasion that the client would like to make the link open in target="_blank" so they have to uncheck the box each time.

DamienMcKennaFood for thought. It adds a new constant LINK_TARGET_USER_OFF with the value 'user_off'. One patch is for v6.x-2.9, the other is for the DRUPAL-6--2 branch.
