Static regions formatter. This should belong in Field group. This is a life saving patch which makes Display suite regions ridiculously easy and with a lot of possibilities.

The patch attached has some proof of concept CSS too to theme a left, right and footer region so you can actually try and test this patch. Needs work. Ultimately, the css for the regions shouldn't go in here, but the formatter does.

My original idea was in fact exactly like you implemented.
Commited. Display suite and other modules can now easily define regions.

TODO
Create nice and conventional class name wrappers for the regions.
fix collapsed stuff - we could also maybe hide the drag handler - although it's handy to drag and drop of course.
