Release notes

The following is the first "official" packaged release of the Omega 2.x line.

While the code base, and rewrite appears to be "stable", I don't 100% recommend using it on production sites yet. This WILL actually be being used in the next couple of weeks in a live environment, where more bugs will be sorted out, and a more stable alpha release will be tagged.
