Categories should be sorted by default

The code in profile_view_profile selects categories in alphabetical order and assigns weights to items within category, but doesn't assign weights to the category fieldsets themselves. As a result, even though I have my categories named "1. first", "2. second", "3. third", their order is not preserved on the user profile page.
