When a view block is enabled, no validation is performed for selecting a layout; causes WSOD

This only appears to occur when a view block is enabled.

I had a view enabled in a block, in a sidebar. The view must have content.

admin > site building > pages > taxonomy term template > edit (my template is not enabled)
Add a variant
Select "contexts", create variant.

Category: Columns: 2
Do not choose a layout!
Continue.

without the view block in place, the layout validation check is performed, and you get the red "you must choose a layout" message and the page refreshes.

Merlin, you already noted there are errors in the log, you know where those are more quickly than I do, so you can find that again, since I can reproduce this at will :)
