Adds in the Textmatch plugin for CKEditor.
This is required by plugins that need textmatch plugin to work, like Emoji.
Other plugins can leverage textmatch by adding this in their plugin definition:

Installation
- Download the plugin from http://ckeditor.com/addon/textmatch
- Place the plugin in the root libraries folder (/libraries).
- Enable Textmatch module in the Drupal admin.
Composer:
- Copy the following into your project's composer.json file.
- Ensure you have following mapping inside your composer.json.
- Run following command to download required library.
- Enable the Textmatch module.
