Used to selectively hide themes from users. Idea being that an admin may want to restrict the themes that a user could select from to hide things like base themes or Drupal themes from users without the correct permission.
This module was started using the code here:

and expanding it to allow admin users to choose the themes to be hidden rather than having them hard coded.
