Development snapshot for Administration menu 6.x-1.x.

Adding audio player to listen to Quran. I should have released this feature in the first version as I promised.

- better admin/build/block style.
- fix footer region location.
- tricky hack: don't display header-region if empty, fix buggy IE7 display.

Initial development release. Lots not working and/or not looking right yet - don't download unless you're planning on fixing things.

This is a bug fix release, primarily for PHP4 users. Please see the beta 1 release notes for full details.
