Edit forum or container doesn't work

I am using drupal 5beta1 and have installed ACL and Forum that I just downloaded.. the 5.x-1.1 version of each.

I am testing with a site I already have running on 5beta1, that has a large set of existing forums. I made a duplicate of the site in a separate database and separate web server.

I go to admin/content/forum

According to forum_access/README.txt I should just "edit forum" or "edit container" and fiddle with the settings there. When I click on one of these, the URL changes to admin/content/forum/edit/forum/3 .. but the display still is the list of forums.

However if I "Add Forum" or "Add Container" the "add" page has a bunch of settings at the bottom for controlling who can do what.
