7.1-1.0 cannot send to ckeditor

I can't send the image selected to my editor (ckeditor). There's no button available. I only have upload, thumbnails, delete, and resize. Double clicking on the record or the image just opens the image in a new window.

Could it be related to not using Clean URLs? (I cannot enable Clean URLs to prove this out).
