What is listed in the system log?

What is your temporary directory?

Title: Upgrading themes » D7 "Install From A URL" Error.

The solution for me was simply..
.
Go to 'Configuration' > 'Media' > 'File System'
(/admin/config/media/file-system)
and change the 'Temporary directory' from
/tmp to tmp
.
For additional details on what my BlueHost situation had been see..
