Add a shared project_get_project_types() helper function

There are a lot of places in Project* that need all the top-level terms in the project vocabulary for the different project types. I'm going to add a shared helper for these. I need this for #1024942: Add ctools plugin system for site-specific logic for packaging release nodes so I'm tagging it as part of the Git migration.
