- everyone can see the developers page and email notification page.
- only certain blessed people can see the CVS access page
- email notification is all about issues (project_issue) and CVS access + Developers is all about the project and cvs.module.

i don't think these are worth combining. maybe developers + cvs access, but certainly not all 3.

anyway, this is either won't fix or it's duplicate with http://drupal.org/node/69556. ;)
