Hide sandbox projects at node/add/project-issue

Under a new section: Sandbox projects?

One other suggestion: Only show Josh The Geek: Blah, not Josh The Geek's Sandbox: Blah.

Actually, an extra optgroup sounds good. I talked to mikey_p and he said he thought it was doable.
