this is related to http://drupal.org/node/101905 but different. we need an easy way for project admins to temporarily set a release node's CVS tag to something invalid so that it's easier to solve the problem described at http://drupal.org/node/57516#release.

now that http://drupal.org/node/103429 is done, and all DRUPAL-4-7 tags are branches, the need for this feature is vastly smaller (though still potentially useful, e.g. for placeholder release nodes like the 7.x-dev release node for core, whenever it exists).
