I have yet to find anyone else with this issue, thus my post here.
The Available Updates List status works fine, as well as all the other
related module update status pages on the site.

The cron seems to be configured correctly.

We simply are not getting the email notification sent/received.

I would first check under:

Reports -> Available Updates -> Settings

and make sure it's sending to the correct addresses.

If it is you could look at your mail log and mail queue on the server. It would be helpful to know if the system can send email or if this is a Drupal only issue.

Yep, I've double-checked the Settings.

Check for updates: set to Daily
E-mail addresses to notify when updates are available: known good email addresses with zero typos
E-mail notification threshold: set to All newer versions

But, there are no log entries in the mail server that should show attempts to send the email notification
after cron is run and when there are updates available.

We created a new user, and the new user notification email was sent from Drupal, and was seen in the log.
So it seems as though that is working fine.

We have also noticed a time discrepancy between when different pages in the UI say the cron was last run.
For example:

Reports -> Status report page = Cron maintenance tasks Last run 6 min 42 sec ago

Reports -> Updates -> List page = Last checked: 4 hours 1 min ago

Reports -> Updates -> Update page = Last checked: 4 hours 1 min ago

I'm wondering if it's supposed to send an email when a module has a development version update available.

Well, I'm obviously not a definitive source (yet?) but D6 did/does send an email for development version update availability.
All of these types of updates: security, development, release have come along since the site was setup.
Our D7 site has been up for a few months now, so some sort of email notification should've been sent _at least_ once.

We have easily managed without the email notification since it's simple to look it up with the Admin UI, etc.
But we're curious to know and understand more about it, and if anything else might not be working since this isn't.

My guess is that it's possibly something simple on our side of things.

I have exactly the same issue, I've tried configuring the site with differing domains and even a fictitious domain that should be rejected by my web server's own spam system, and as far as I can tell while every other email feature works the available update email function are never accessed as there shuold be at least one bounce in my logs or a rejection due to deliberately faulty domain name. This is probably quite important as my site is only update weekly at the moment in one big batch and so I may miss a security update.

I have exactly the same problem on three Drupal 7.x sites. Until I read this forum post I thought it was something I had wrong with my server settings - PHPsafe mode had been interfering with some actions including sending of emails when new users register and server side updating. All now cured except sending of update manager emails.

Nice to know I'm not alone with the problem - thanks in advance for any suggestions

I seem to have a site with the same problem: update notifications not sent, all other emails work fine, nothing in error logs.

So i'm on the opposite end of this. I want the D7 Update emails to STOP! I removed myself from the Reports > Update > Settings email box but it still sends them... I am in these installations all the time, I don't need an email sent to me twice a day about modules that I don't plan on updating at the moment.
