When users edit and translate nodes then it can happen that the original text is changed _after_ it had already been translated, and therefore the translation might not be correct anymore - and users should at least be aware of that.

Would it be possible to compare the timestamp of the last edit of the original with the timestamp of the translation, and in case the translation is older display a warning like: "The original text was edited after translation." ?

This has been addressed in newer versions (5.x, 6.x) and Drupal 4.7 is not supported anymore. Please, consider upgrading
