I've been looking at both Community Tags and Taxonomy User, and am having difficulty working out what the differences are. Do they both do essentially the same thing?

They do pretty much the same thing. It's an unfortunate case of parallel development. Checking out how to bring those two modules together is on my todo list. Any feedback of people who used both would be v. welcome.
