Change text on http://git-dev.drupal.org/node/[sandbox#]/edit/promote to clarify that the decision to enable releases *is* a reversible decision.

Instead of "Allow releases of this project with specific versions" something like "Allow releases of this project with specific versions. This can be changed at any time."

I was about to commit this. Then I realized "This can be changed at any time" is just as wrong as not saying anything. Depending on configuration options, this option can *not* be changed so long as the project is still a sandbox. So, we'd need to say something like "This can be changed at any time after the project is promoted." but that's getting wordy. I'm not sure it's a win. But, I'd hate to leave "This can be changed at any time" and then users start trying to figure out and then start submitting support requests about how they can't find how to enable releases on their sandboxes...

I don't expect a new patch. I can easily fix the wording before commit. But it needs work to find better text to use...
