Can you please upload a screenshot somewhere? Does editing user/module/user.css and removing "width: 100%" from the "#user-admin-filter ul" definition, then refreshing with shift-reload (or ctrl-f5) fix the problem?

I am using "bluebreeze-fixed" theme. Since it is fixed theme I don't think removing "width: 100%" from the "#user-admin-filter ul" definition will work.

So it looks like bad css floating or positioning--the select boxes are smooshed too close to the radio buttons and are pinching the radio button labels out of position.

I installed bluebreeze-fixed (5.x-1.1 release) on my out-of-the box copy of Drupal 5.0rc1, and cannot replicate the bug in your screenshots (Firefox 1.5.0.9 running on OS X). I'll test the theme in Firefox on a PC the next time I'm near one (not today).

If someone else can replicate the problem in the theme out-of-the-box on a PC, then I'd recommend posting an issue for bluebreeze:

Do you have any custom CSS modifying positioning effects, margins, padding, widths, or float effects that might be affecting the display?

I replicated the bug using Firefox on a PC, Drupal 5.0rc1 and bluebreeze-fixed 5.x-1.1, both fresh installs with a new database. So, I recommend submitting an issue on bluebreeze as above.
