I have a field that didn't have any repeat options. If I go to the field and select "change basic information" and set the widget type to include repeat options, they don't show up when trying to create a new node. Just to test, I created a new content type and added a date field with repeating options and it did show up for the new content type when the options were set from the beginning.

I am having the exact same problem. A client who initially did not want repeating events has decided he now does want them. Changing the widget type on the current content type ends up with the exact issue that jjkiesch pointed out. The options do not show either collapsed or expanded.

I was having the same issue as jjkiesch. I discovered that the sample events I had created had to all be removed before the changes I made to the date field would work properly. Double check your list of contents and make sure there are none that are Event Type. Once I removed them all I went back and re-edited the date field to be a 'pop up with repeating options' and then saved everything again.

After doing all that, when I went to create a new event the repeating options started showing up.

Hope this helps someone else. Took me forever to figure this out.

The option to make a date repeating is not designed to be reversible once you have data. There is another issue somewhere about the confusion around this. It has been fixed in D7 to make it impossible to do.
