This is a continuation of this thread: #1016248: outline designer integration

Integrate the Rearrange Child Pages module with outline designer (http://drupal.org/project/rearrange_child_pages). Currently there is a patch sitting in the rcp module which will allow for the seamless integration of the two projects. After discussing with the module creator, he has agreed that his module should be merged into this one. This is to continue that discussion / progress tracking. The goal is to add this functionality into 1.3

1.3 has this implemented under the new name of Outline Child Pages. It also includes the ability to give permissions to non admin users to use outline designer :)
