Im looking to theme the users settings page input by input. Can anyone point me in the right direction for drupal 7?

Depends what you mean in terms of "theme", do you mean make CSS only changes or modify the entire forms markup, the position of form elements etc etc. It really just depends - a mockup would be helpful.
