I am developing a theme and site functionality.
I just noticed that the user account page is lacking the tabs: Create New Account, Login, and Request New Password.

This problem exists in my sub-theme as well as AdaptiveTheme and AT Admin.
This problem does not exist in other enabled themes.

Am I missing something really obvious here?

Looks like a bug, I know this is fixed in my local development version, but I have not committed the fix as yet, I want to wait until after the Git migration before making any new commits or releases, so probably tomorrow sometime. Its a bug in some code we were developing that hides regions and other stuff for when the site is in maintenance mode and you visit user login etc, but this RC is buggy.
