Css flip should implement its own persmission instead of "access administration pages"

Hello !
"Access administration pages" is the permission used in the hook_menu. However this is sometimes problematic : giving access to administration pages to a user does not mean necessarly you want to give him access for css flip admin.

It would be useful that css flip create its own permission like "administer css flip".
