There was a problem with CVS for customerror http://drupal.org/node/104435 (contributions/modules/customerror)
So, I deleted the tag, and the message said that there is a release attached to it. So, I deleted the release for DRUPAL-4-7, then create a new branch tag DRUPAL-4-7. I then create a new release for this, but it is not showing up.
I later found this http://drupal.org/node/57516, so this is a support request

a) DRUPAL-4-7 shouldn't have been a tag in the first place. that's from the dark ages. ;) however, as described at http://drupal.org/node/57516, the right thing to do is make a support request, so we can save the release node and just change the tag into a branch.
b) aside from your confusion about tags vs. branches, i don't see what's the problem here. according to CVS, you've got the following CVS ids:
according to http://drupal.org/node/19129/release you've got release nodes for HEAD, DRUPAL-4-7 and DRUPAL-4-6.
when i go to http://drupal.org/node/add/project-release/19129 it says DRUPAL-5 is a valid option to make a new development snapshot release node.
either you've already fixed your own problem, or you're not at all explaining what you think is broken.
therefore, i'm marking this "by design" -- everything appears to be working exactly as it should.
if you think something isn't working, please explain what it is.

p.s. i really hope you didn't submit this because you didn't read any of the docs or the drupal_set_message() that happened when you submitted the release node pointing to the DRUPAL-4-7 branch which said:
"Your development snapshot release has been added. However, a downloadable package will not be available and this release will not be published until the packaging scripts run again. These scripts only make new development snapshot releases every 12 hours, so please be patient."
