It would be possible to hide the vocabulary only for some roles? So that some may choose and others are forced to the default category.

It could also function to allow hiding as a result of PHP code.

Duplicate of #614600: Hide taxonomy selection for some roles. Still won't fix, without more justification, but make comments on the original issue rather than here.
