The block class fieldset has a weight of -1. When using vertical tabs the block class settings show up on the block config page, but I feel block specific settings is a way more important fieldset. Any chance this will ever have a weight of 0? For now I am just form altering it.

Agree - this is especially a problem (IMO) when using the Vertical Tabs module - as the lightest item is shown expanded and the rest are in tabs.

So the admin user when creating a new block does not see the main block settings (title/content) but just the block class textfield upon load.

I can't imagine this behaviour suits most use cases.
