- Improved hook_help() implementation.
- #269131: Updated the way IE Destroyer should be implemented in template
- Two different fieldsets for saving messages. One for the bar view and another for the block view.
- IE Destroyer messages have been used by implementing t() so they can easily be translated in advance using *.po files.
- Put the block back in the module with some slight adjustments

- Implemented theme functions.
- Strings are more consistent with Core.
- Added 'administer iedestroyer' permission.
- Users without access to the PHP input format are no longer allowed to use it.
- Cleaned up the code. Fixed a lot of minor bugs (typos) and added more structure.
- Improved commenting on functions.
- Improved the HTML when interrupting the normal output and only showing IE Destroyer. The HTML is now valid and customisable.
