Compatible with Ctools and Panels Alpha3?

I have it all installed and it seems to work. Any reason why the project page still says install the Alpha 2's?

Also, are there supposed to be theme settings on: admin/appearance/settings/panels_960gs that are outside the defaults? For instance, where is the setting for the adjustable margins?
