There's an option in admin/config/content/date_popup to choose "Manual time entry, no jQuery timepicker". Choosing this option doesn't seem to have any effect - the jQuery timepicker is still in operation.

Choosing either option does the same thing - an empty span is dynamically created after the field, with no controls.
