When you attempt a manual install at /admin/plugin_manager/manual, you get the error:

* The specified file pathauto-7.x-1.0-beta1.tar_.gz could not be uploaded. Only files with the following extensions are allowed: jpg jpeg gif png txt doc xls pdf ppt pps odt ods odp.
* File could not be uploaded.

The manual install process should probably be removed, as it duplicates functionality of the core Update module.
